- Under the new agreement, Imperial Showgirls, a strip club
featuring all-nude female dancers, will be allowed to remain at
its current location on Slauson Avenue until 2009, at which point
it will have to leave permanently.
In addition, the city's
own rules against lap dancing or tipping the dancers cannot be
enforced against Imperial Showgirls, although the agreement does
not prevent the city from imposing the rules on any other adult
businesses that attempt to open in the city, said Jamie Casso,
city attorney for Pico Rivera.
The city must also pay the
club's owner, Leroy Smith, $97,000 in attorney fees, the consent
agreement states.
But does every adult establishment
result in increased criminal and lewd behavior or prostitution in
the area, as critics suggest?
Wherever a strip club
attempts to open its doors, community activists, religious leaders
and residents inevitably make dire predictions of moral and
neighborhood decay.
When Imperial Showgirls opened in
2002, the Rev. Richard Ochoa led protesters who camped outside the
club for 18 months until a court order forced Ochoa off the
private property.
Ochoa said that during the 18 months he
protested against the club he saw plenty of moral turpitude and
negative ramifications resulting from the club's presence.
"The club is terrible," Ochoa said. "It fosters divorce,
bad marriages, breakups ... all the perversion that goes on in
there. You don't have to be a rocket scientist to know that the
men that go in there can't be very happily married. They come out
with all that perversion in their minds. During the time we were
picketing, we saw very angry wives come to the doors. I witnessed
women crying to their husbands to get out of there. It's just a
bad thing."
An anecdotal survey of area residents,
however, did not reveal any spike in criminal behavior related to
the club's inception, although it remained unpopular. Also,
officials at the sheriff's Pico Rivera Station said there was no
significant crime associated with the club.
Victor Godoy,
24, grew up on Passons Boulevard, around the corner from where
Showgirls is located.
"There's no extra crime or trouble
from it that I'm aware of," Godoy said. "But it just feels kind of
wrong. I grew up here. A lot of kids live around here and many of
them pass it on their way home from school."
Even though
Raymond Marmolejo, 60, worried about declining property values and
increased crime when the Showgirls opened up, he said he has not
witnessed such activity. "I'm not really against it - it's the
wrong place," Marmolejo said. "There are too many kids here that
walk past it to the 7-Eleven." Two hefty bouncers guard the front
entrance and ban patrons from bringing in handbags. According to

names, basically] The women were booked on suspicion of
prostitution. Police believe Wang is the owner or manager of at
least one of the businesses, and she was also booked on suspicion
of operating a house of prostitution. A woman who answered a
business line Tuesday for the Royal clinic said it's still open,
but she declined to give her name or comment on the arrests. Don
Plance, whose doctor's office is just down the hall from the
clinic, said he has seen men - and only men - entering the
business since the arrest, and that customers were going in and
out just two days after the bust.
"It's kind of become sort
of a joke with our patients," he said. The Royal clinic is just
past the Montrose Shopping Park, a quaint stretch with cafes and
shops now decorated for the holidays. The Integrative clinic is in
the shopping park, above a party supply store. "Last I heard there
is nothing operating up there at the moment," said John Drayman,
vice president of the Montrose Shopping Park Association. "I don't
know for a fact. Actually, I'm quite curious to know." The arrests
came after police received complaints and investigated over the
last few months, with undercover officers pretending to be
customers, police Lt. Gary Montecuollo said. In at least four
incidents, workers at the businesses offered sexual favors for
money. "It's such a contrast to our town," Drayman said. "We
always feel that the aura of Norman Rockwell is sort of floating

draw a line between legitimate businesses and fronts for
prostitution, the Sacramento County Board of Supervisors last week
made it tougher for massage practitioners to obtain a license, but
eased rules on where massage businesses can open. Several massage
establishments offer more than a massage. Many of the illicit
operations operate in the Arden Arcade and Carmichael areas,
officials say. To crack down on those businesses, massage
practitioners won't be allowed to operate in the wee hours of the
morning or feature massage therapists in skimpy outfits, among
other new provisions, the supervisors decided. At the same time,
with the new restrictions in place, legitimate massage therapists
can operate more freely. Right now, all massage businesses fall
under tight restrictions. They must locate in commercial zones.
They can't do business within 500 feet of a residential area. Any
business not following those rules can be only an incidental part
of a larger facility. Once the new regulations take effect in a
few weeks, massage businesses will be able to operate in more
places but only after proving their legitimacy. "It really assists
the massage community in being able to do their business but it
also provides additional tools for law enforcement to go after the
businesses that are out there under the guise of massage," said
Linda Pittman, assistant tax collector for Sacramento County. It's
a good trade-off, said James Mally, director of the Healing Arts
Institute, a massage therapy school in Citrus Heights. Illicit
businesses will have a hard time meeting the new regulations,
while other massage therapists will be able to operate freely.
"This will be no problem for legitimate massage therapists," he
said. Under the new rules, massage practitioners must meet two of
the following three conditions: * Complete 125 hours of massage
instruction at a reputable school. * Pass the national
certification exam for therapeutic massage or body work. * Become
a member in good standing in a national, professional massage
organization with tough rules. Massage practitioners also must
show evidence of liability insurance and have a current CPR
certificate, Pittman said. Not everyone is thrilled by the new
regulations. Stu Gluckman, a legitimate massage therapist who
operates near Folsom Boulevard and Bradshaw Road, is skeptical
that the provisions will do much to curb prostitution. "Being the
world's oldest profession, people are going to get around it," he
said. "I just wish the ordinance would focus strictly on what are
our requirements ... so we can provide a good, safe environment
and safe routine for clients." Gluckman also worried about a
section of the new provisions requiring doors to be unlocked
during business hours. He works out of his home, he said, and is
concerned about safety. Nobody spoke against the provisions at
last week's hearing, though. "I think this is a distinct
improvement over what we have done in the past," Supervisor Roger
Dickinson said just before the board approved the measures.

in Monterey. They were age 47 and 24, and were allegedly seen
soliciting customers near the Monterey Fairgrounds at separate
times, according to police. A Monterey police officer posed as a

Prostitution sting results in 21 arrests
April 25, 2005
The final tally was 21 — 13 men and eight women — arrested in a
prostitution sting and general crime crackdown in south Modesto on
Friday night and into Saturday morning. The arrests occurred on
South Ninth Street from 5 p.m. to midnight, deputy Jason Woodman
said. The men were arrested on suspicion of soliciting two
undercover female deputies. The alleged prostitutes were arrested
on suspicion of soliciting undercover male deputies, Woodman said.
Those arrested were booked in Stanislaus County Jail and the
Public Safety Center and had to post $1,000 bond before they could
be released, he said. The men who were arrested who were driving
vehicles had their vehicles towed and stored, Woodman said.
Woodman said the sting was part of a continuing crackdown on
prostitution and Family sex videos and other crimes in south Modesto. He said additional
stings will be conducted throughout the summer. The crackdown was
prompted by complaints from business owners and residents in south
Modesto about prostitution in their neighborhoods. Woodman said
prostitution brings with it other crimes such as robbery, drug use
and assault. Two weeks ago, a man was shot in the chest as he sat
in a car with a woman in the 700 block of South Seventh Street at
2 a.m. The victim is recovering from his wound. A motive for the
shooting has not been determined. No arrests have been made and
the case is under investigation, Woodman said. In addition, many
women who have been arrested in the past on prostitution charges
have tested positive for HIV and other sexually transmitted

Rape Suspect Runs When Spotted During Prostitution Sting
Stockton police officers were on the street Wednesday cracking
down on prostitution when a rape suspect they'd been looking for
went right to them. Police thought the man was just another
potential customer. After he negotiated with the undercover
officer who was posing as a prostitute, he returned to his car to
wait for her. Just as other police moved in to cite him, another
woman walked up and claimed the man raped her last week. Then, as

Prostitution sting brings in 46 "johns"
POMONA -
An undercover operation targeting prostitution in Pomona netted
46 "johns" and nine prostitutes over an eight-hour period
Thursday. The operation was conducted by the Pomona Police
Department with assistance from the Los Angeles County Sheriff's
Vice Team, according to a police statement. The sting was carried
out from 1 to 9 p.m. One "john" -- who was on parole -- was
arrested for possession of crack cocaine for sales. Another man
was arrested for methamphetamine possession and a third for drunk
driving. One potential customer was driving a cab, and another was
driving his employer's plumbing company truck. Additionally, two
other men attempted to solicit prostitutes while riding bicycles.

soliciting while in their vehicles also had their cars taken

prostitution sting is looking to renew a conditional-use permit in
Baldwin Park.The owner of Green Spa, the site of two
prostitution-related arrests in 2002, is scheduled to go before
the planning commission next month after the spa's lawyer
postponed the public hearing for the third time Wednesday,
officials said. Those arrested were not convicted of the crimes.
The city's planning staff is recommending the conditional-use
permit be renewed. "We couldn't deny the project ... based on the
two prior arrests,' said Salvador Lopez, an associate planner with
the city.While the staff is recommending the planning commission
approve the permit, the Baldwin Park Police Department is asking
the members to deny it. "That (the arrests) is a concern with our
department,' said Baldwin Park Police Sgt. David Reynoso. "That
place is not really too far from schools, it's close to other
businesses.
'Four massage parlors operate in the city. Reynoso said
prostitution-related arrests have been made at other
establishments, and that is why the department wrote the
massage-parlor ordinance, which dictates a dress code and well as
prohibiting the sale of condoms and sex toys at the parlors. Green
Spa has been in business since 1999 and has had two successful
extensions on its permits, officials said.Also, it has been
inspected twice by city officials, who found it was operating in
compliance with its permits.Lopez said the spa's attorney, Joseph
T. Vodnoy, asked for a continuance on the public hearing this last
time so the spa's owner can have time to comply with new rules set
forth by an ordinance the City Council adopted last year. Neither
Vodnoy nor the spa's owner, could be reached for comment Thursday.
Each massage therapist, as well as the owner, must take a test
devised by the police department. The test will include questions
regarding the operation of the spa.All employees of the spa must
also undergo a background check by the police department. And, if
there is any change in personnel, the city must be notified within

City, county officials say. This area is near Modesto and
Stockton. There was once prostitution at the Flying J truck stop
in Ripon, but it has moved north to this area. The lot lizards are
visible from the windows of a paramedic station. There are,
naturally, more of them in the summer. The women are dropped off
while the pimp waits in a parking lot or around the corner. Six
months ago, the sheriff tried to "eradicate" prostitution in the
area, but it keeps coming back. When a deputy comes out, usually
it's too late, or all the deputy can do is cite the trucker for

Flying J Truck Stop across Highway 12, but has apparently been

Wash in Flag City, when prostitutes come around, they're told to
leave by the management. There is still prostitution at a truck
stop on Highway 4 in Stockton, but that city has an ordinance in
place that allows the police to impound the trucks. The truckers
have to pay a hefty fine to get their trucks back. It's not
uncommon for police to arrest girls from Modesto, Fresno, San
Francisco and even from out of state. They travel quite a bit.
And, incredibly, the police say that most of the prostitutes are
no longer hooked on hard drugs. They're younger girls, working for
their pimps. Maybe they're involved in mild or moderate drug use.
Businesses in the area don't want the word out that there are
prostitutes in the area. So, you know, forget what you just read.
